Again, one of the most authoritarian governments on Earth fails its people miserbly. Rather than just giving people a credit if the choose to add solar, why not just mandate that all new residential and commercial construction include solar panels?  As expensive as Japanese housing is already, 500,000 yen is pretty insignificant.]]></description>
