If central and/or local govt cant protect their people or provide necessary resources to them – then Yakuza (you might be surprised but they are people too, who have families or relatives left in quake-destroyed territories).
And what exactly is a WRONG kind of business??? Or do you believe that a leaking Nuke Plant is a RIGHT business? Leaving thousands people for 2 and more months living and dying in shelters is a RIGHT business?
Or covering the financial hole of a private(!) company TEPCO by money which govt pulls from the pockets of literally poor citizens??? Or wasting budget money for setting more than 20 afterquake support/development committees and councils?
Yakuza (as any other highly organized formation) are trying to set up an ORDER – which originally supposed to be done by govt… Why do they want it? Simply because Yakuza runs (absolutely clean) enterprises (in food, apparel and other industries) which happen to be destroyed by the disaster. They need those enterprises be back on the rails asap and in order to get them back quickly they need the region get recovered asap too…
And I may disappoint you but it happens that people live in those regions and they need some help, and Yakuza provides it… It`s called Public Relations, you know the very same kind as any other political party, company or NGO runs.

By the way, do you know how much could be lost if Yakuza passed each ¥30,000 trough a government channel?
About ¥13,000! Sum enough to survive for 2 weeks in a destroyed area… And what those 13000 yens would be used for? For everything (including under-table paybacks to USA) but not for Tohoku citizen needs…
