Another stupid education policy in Japan is that the state and unversities have virtually no grant-type scholorship programs for students with good academic performance. You can't get grant even if you keep the highest performance for 4 years, but only a few students good at entrance exam can. No incentive after entrance.

Entrance is everything. The first advice you'll have from professors (often at the formal speech of the entrance ceremony) is "not to study hard and enjoy campus life". Professors can easily become "demanding" and notorious among students if they're responsible enough not to leave sleeping students. No ability is required except for keep paying money.

A very lucrative business though, education in Japan is quite hopless as an investment.
